Dholera Special Investment Region is a greenfield industrial smart city planned and located approximately 100 km southwest of Ahmedabad. It is envisioned as India’s most attractive location for manufacturing and industrial development. The Government of Gujarat has created a legislative framework for the formation of a Special Investment Region (SIR) under the Act 2009, for which a regional development authority, DSIR has been established.

What is Dholera SIR? Dholera Special Investment Region (DSIR) Dholera Special Investment Region (DSIR) is a planned Greenfield Smart Industrial City located about 90 km from Ahmedabad, Gujarat. It is a key part of the Delhi-Mumbai Industrial Corridor (DMIC) project. The city is being developed under the Special Investment Region Act, 2009, with the Dholera Special Investment Region Development Authority (DSIRDA) managing its planning and development. For implementation, a joint company called Dholera Industrial City Development Limited (DICDL) was formed by the Central and State Governments. Covering around 920 sq. km and 22 villages, Dholera is planned to be larger than Ahmedabad. Its location is strategic, as it lies between major cities like Ahmedabad, Vadodara, Rajkot, and Bhavnagar. Dholera will have a self-sustaining ecosystem with industries, housing, commercial spaces,
schools, hospitals, and public facilities. The government is building world-class infrastructure, including expressways, metro, airport, power, and water supply. The city will also feature eco-friendly transport systems and modern connectivity. Overall, Dholera SIR is designed to become a smart, sustainable, and high-growth city of the future.

With an aim to create futuristic industrial cities through High Speed — High Connectivity enabled by the Dedicated Freight Corridor (DFC), the Flagship programme of the Government of India, is being established, promoted, and facilitated through an SPV — Delhi Mumbai Industrial Corridor Development Corporation Ltd. Dholera International Airport is being developed near Navagam village, around 80 km from Ahmedabad. It will serve as a world-class passenger and cargo hub, supporting both business and tourism.
